IN JUST 3 EASY STEPS!

-Involves Selective Color and Levels
I started out with this base:
1. Take your base, resize it, and place it on a blank 100x100 canvas.
2. Create a Selective Color Layer
r: -100 0 100 0
y: 100 0 50 0
n: 26 6 11 14
3. Create a color fill layer with #6F080B. Set it to exclusion at 30% opacity
4. Create a Levels layer
rgb: 20, 1.10, 255
red: 30, 1.15, 255
5. Add textures, brushes, or text and you're done.
Note: if your end result turns out with the image being too yellow, do the following:
Edit your Selective Color Layer:
r: -100 0 100 0
y: 0 0 0 0
n: 26 6 11 14
